3155-75 Canfield Crescent

What?
A Public Hearing for Bylaws 8492 and 8493, proposed
amendments to the Official Community Plan and the Zoning Bylaw, to permit the creation of an 8-unit townhouse development at 3155-75 Canfield Crescent.

What changes?
Bylaw 8492 proposes to amend the OCP land use designation of the subject site from Residential Level 2: Detached Residential (RES2) to Residential Level 3: Attached Residential (RES3). Bylaw 8492 also proposes to designate the site as Development Permit Areas for Form and Character of Commercial, Industrial and
Multi-Family Development, and Energy and Water Conservation and Greenhouse Gas Emission Reduction.

Bylaw 8493 proposes to amend the District’s Zoning Bylaw by rezoning the subject site from Single-Family Residential Edgemont Zone to Comprehensive Development Zone 134 (CD134). The CD134 Zone addresses permitted and accessory uses, conditions of use, and zoning provisions such as density, amenities, setbacks, height, building and site coverage, landscaping, stormwater management, and parking, loading and servicing regulations.

ABOUT THIS PROJECT

Canfield Crescent is located at the corner of Highlands and Woodbine and offers a gentle transition from two end-of-life single-family homes to four modern duplexes. The homes each have three bedrooms, two underground parking spots, a spacious rooftop deck, an outdoor dining space, Level 2 EV Charging and below grade storage. Construction will adhere to Step Code 5 of B.C.’s Building Code and traffic management will include secured off-site parking for trades and no road closures.

The project will provide much-needed road upgrades including a one-way street for Canfield, new bike lanes and the addition of a sidewalk along Woodbine Avenue, which is part of the official route to Highland Elementary School. New pedestrian street lighting will replace aging overhead power lines, improving visibility and safety around the site. Public realm improvements include integrated seating on Woodbine, a new bus shelter with bench and accessibility pad on Highland, plus vertical landscaping on all three frontages and an open landscaped courtyard.
